Default Assistance Needed: B-series Timing set issue

my car has been having problems not starting unless I press the gas. I would also like to know if the cams are supposed to be positioned this way? The car runs if I press gas would like to know if this would be a cause too.

RE-DO the timing. Set the crank pulley to TDC and re-adjust your cam sprockets.

Just looking at the two UP marks it looks 1-2 teeth off. Do what NVturbo said.

Re-do the timing as said above. To give the proper tension to the timing belt, after everything has been aligned, rotate the crank 3 teeth counter-clock wise, then tighten the tensioner or adjusting bolt.

OP, you're lucky that's not a VTEC engine or else.... valves will be bent like tree branches.
