I plan on doing some head work to my GSr next month and Im wondering if $3600 is `the right price for toda cams, cam gears, toda timing belt, toda valve springs and rettainers, port and polish and 3 angle valve job, labor and tuning?

That is a lot IMO.
Ask them for the parts prices post them here. A lot of it might be labor though.

 

well I think If I buy the stuff I think it'll be cheaper and thats what Im gonna do.

 

 

 

Thats a little pricey, Id look around some more if I was you.

 

Thats to much,your better of buying a built head on HT already.

port and polish and 3 angle valve job, - Portflow is around $900+ !
labor and tuning - Who knows, could be $200+ even $600+

You can find all that for real cheap..Try ht or ebay.
