Default Air conditioning question

Ok I wanted to know if this was normal. When I turned on my A/C yesterday it worked fine. Then when I got onto the highway I encountered heavy traffic. I was stuck in very slow moving, if at all, traffic for quite a while(approximately 15-30 minutes). When I turned on my A/C I began to notice that the air from the a/c wasn't getting cooled when I was at a stand still. When traffic cleared up I started travelling at normal speeds and the a/c began to blow just as cold as it did before. Is this normal? Does the A/C condensor shut off or something when the car is at a stand still to take load off the engine/alternator?

Make sure youre condensor fan is running with the a/c on.
