will the shocks and front upper arms fit the 92-95 civic? How about the rear shocks?

The rear shocks won't fit, depending on which ones you are talking about. The '99 Civics have much thinner [rear] LCAs than the 5G Civics. Some aftermarket shocks are made to accomodate both, with the newer cars using spacers. Tokico is one brand that does this.
