99 Honda Accord backlight problem

99 Honda Accord backlight problem
The car has no backlights around the gauges when driving. The thing that tells you if you are in 'D' or 'P' will light up, as well as the engine light and cruise. The headlights work, but when you turn them on everything goes completely black in the gauge cluster.
I have replaced the backlight bulbs even though they were not blown, and checked and replaced the backlight fuse even though it was not burnt, as well checked all the other fuses even the ones under the hood. Is it possible that the multi switch which controls the lights in malfunctioning?
This is quite dangerous to drive with at night, any suggestions would be greatly appreciated.
