97 civic HB ecu in limp mode and code 16

My ECU is in limp MODE and code 16 comes up.

my o2 sensor is not working (located on the header)(wires are cut up)

could the o2 sensor be the problem why my ecu is in limp mode?

Code 16 indicates a problem in the fuel injector circuit. If the resistance and voltage of the injectors is fine, then try swapping in a known good ECU.

To expand on RonJ@HT's reply, the main relay is a very likely suspect. The code 16 sets if there is a break in the electrical circuit for the injectors.
