96 Integra Vtec A4 Constant Voltage

Default 96 Integra Vtec A4 Constant Voltage

So ive got a 1996 GSR, with an OBD2a-OBD1 Harness adapter.
p28 Hondata S100
Vtec randomly started acting up, and finally quit working.
Pin A4 shows a constant 12 Volts with ignition on, and/or engine running.

Ive changed Harness adapters, and changed ECU's and still the same thing A4 has constant power.

Ive tested continuity from a4 to vtec solenoid and it all checks out, same with D6 to the VTPS, and the VTPS ground is good as well

No check engine light

IDK ive never seen anything like this, but its probably something stupid.
