Default 94 GSR swap help

i have a 92 GSR with a 94 GSR swap and ive been having a problem with it accelerating in 1st 2nd...it seems to sputter/lagg when im on the gas in those 2 gears up to 4500Rpm when vtec engages it goes away...theres no CEL and i just replaced plugs/wires/clutch/TPS...any help on what i could be?

Is your tps calibrated?

You need it to be reading in volts. It should be around .45v closed and 4.5v at WOT
