I have a 94 accord ex. Sometimes it does not completely idle down. The rpm needle will stay slightly above the 1. There have even been a couple of times where the car slightly revs itself up and down(no lie).

Please help, I don't know where to start

 

the throttle plate could be sticking or your cable needs adjusting. it suppose to have a little slack. but start by cleaning out the throttle body.
