Default Straight pipe or cat on a 91 crx si ?

okay im thinking bout picking up this crx , all stock exept an intake and stright piping .
guy wants 1600.00
before i get it , i got a question for you guys ,
the owner says it needs a cat for the back presuure and then it will run harder or some **** .
is this true ? or is it cool to run it with that stright pipe ?
keep in mind its an all stock D16 with a 5 speed .

ya that could help a lot. if it is a completely stock motor that is strait pipe it will probably run fine just not really have any power. even just a nice muffler would make a big diff
