You have to remember, its not just what torque peaks at, you got to look at all rpm's. B16a makes 160hp, but you have to rev the hell out of it to go fast. B18b makes about 140hp[guess] but will beat a b16 in an identical chassy.
How is that?

with the proper driver an si will beat an ls teg.

Actually, my B16A/S1 did not feel much more sluggishoff the line than my B18B/YS1 (now B20/YS1) since the gearing is so much shorter in the JDM S1 than the USDM B18A YS1. And I would be good money that a B17A (with a B16A S1 or B17A YS1) would beat a B18A/B18B off the line if the B18A/B18B has a B18A/B18B transmission.
