4 wire O2 with obd0

4 wire O2 with obd0
I had instructions to put this together, I was told to put one of the black wires on the fuel pump lead on the main relay. I did this, but when I put the key in, the relay turns on, but doesnt turn off. I've noticed that its supposed to turn on when the key is in, and then turn off after about 5 seconds. It doesnt do this with the black wire on...
is this supposed to happen?
