Maybe I don't understand what you're saying, but in CA, you are required to have the correct ECU in your car. I already tried to pass with a P28 in my 98 and I failed. Now I keep a stock ECU in my garage because I have to swap it back in to pass.

no its has to do with the ODB ... it has to match with the well year of the Engine like ... ODB1 engines 92-95 ..... and if its pre 92 it doesnt matter ... its wierd .. i got this realy long explanation about it ..but anyways my mechanic and the guy who checks my smog .. this is what he told me ...
i just want to find out if anyone know about it .. or ever heard about it ...

Yeah, it's already like that dude. If you put an OBDI motor into an OBD0 car, you have to convert to OBDI. It's because there are different emission systems for each OBD and you have to retain all factory emissions for the motor. This includes running the ECU that came stock with that motor. An ECU that's chipped with the same program doesn't cut it because the ECU must also be in its stock form.

I agree with what 91SiZ6 is saying.
What you might be hearing to be more specific is that normal smog check stations will start looking at the ECU as part of the smog check.
