Default 2000 CRV transmission problem

Any idea what may be causing my automatic 2000 model CRV to not shift up gear when I get to about 30mph? It just revs like a bitch.

The fluid levels are within the set levels.

There are no visible leaks.

It is coming up to needing a fluid changed but still looks fine when I check the level.

Any ideas would be appreciated.

Don't have a lot of knowledge about honda automatic internals, however, some other transmissions that I've dealt with having the same problem have been things related to valve body and or shift solenoids.

So is this related to the electrics or would it be a major repair?

Never had anything to do with an automatic ever myself until I moved to the US.
