How can I reach the nut underneath the pulley - nut #23 in the parts diagram?

Remove engine cover, you will need a deep 12mm socket, extension and ratchet. A deep socket will slide over the threads and grab the nut.

Thanks for the reply
I tried the deepwell both 3/8 and 1/2 drive and with a short extension.

They were too short by about 1/4 inch I could not get the ratchet on as it hit the pulley. And too long with the extension. The motor mount was in the way and put the ratchet at too much of an angle.

Maybe I need to try a different brand, I was using a Stanley black set?

Oh I thought you meant the other 23 nut, the adjusting nut. You meant the lower nut under the pulley. Either way I can get it off with a 3/8 craftsman ratchet and deep well 12mm socket. You will also have to loosen the adjusting nut to set the belt tension.
