Default Violent shaking problems

Ok well i have a 96 civic dx it is now spring and i took off my stock steelies with snow tires and put on my 16" enkei rims. Well for some reason when im going over 65 i get some serious shaking in my wheel and the car does not feel smooth at all. So logically i retightened all of the lugs and that didnt fix it. I dont know what may be the cause of this. Does anyone have any ideas of why this would be. I am also lowered on neuspeed sport springs and have been for over 3 years. I have also been taking off the enkeis and putting on the snow tires and back to enkeis etc for 3 years. This is the first year ive had this prob. If anyone knows could you please give me some ideas of why this may be.

Could be wheel balance or it could be a bent rim as the leading candidates. If the shaking is int eh steering wheel, then it will be a front wheel or tire. If you can figure out which side it might be on, rotate that side front to rear as you don't feel rear wheel balance or bent rims as much as you do fronts. If the vibration leaved the wheel and goes to the seat of your pants, then you know you just moved the offending part. Now take it to a tire store and have it balanced and have them look for any bends in the rim while they are spinning it.

I just rotated one side on my street car last week to identify what was a noisy rear wheel bearing and subsequently moved a slightly out of balance tire that I could not feel on the rear to the front and had a steering wheel shake. I replaced the rear hub and bearing then rotated the tires back to their original locations.
