Default teins basic

I was thinking to make my car go lower in the rear. I was going to take off one of the green adjuster sleeves. My question is which one should i take off to be safest the bottom or the top.

You should remove neither.

If you want to go lower than the Tein Basic kit allows, then you're going to need to buy something other than Tein Basics - pure and simple.
