considering its in a civic, we can rule out the drift kit.
eibach ground controls are some of the best springs. ever. tein is good, once you get into the higher priced stuff, im not a fan of their low-end products. my vote goes for eibach ground controls

The only thing that held me back from buying Tein's were the shitty standard spring rates they offer. I'll be going with a Koni/Ground Control setup. If you're looking for a full coilover that isn't too expensive you could always go with Omni's or Skunk2's.
I have the Omni Power Coilovers and they rock! You can't beat the price - I got my shipped to my door for $650.00. Excellent value - just can't adjust the dampering but hey I love the stiff ride - handles great.

I have to agree with TEIN's lower line of product, namely the SS being less than satisfactory for my taste. I haven't tried any of their expensive kits. But the one I have on my car now has left a bad taste in my mouth from this experience and will not venture to purchase any of the higher lines from them.

I was looking at the ss w.pillow mounts from tein for my 89 crx and i thought they were supposed to be good. now i am hearing that is not the case. what is it that is so bad about these. the reason i was using them was for autocrossing not just to lower my car.
