Default STEERING PROBLEM!!!

i dont know if this the right forum to post it, if it is please delete.

my problem is

ok i have a 1994 integra ls, i took out the power steering.(pumps, lines ect.)
i just replaced my upper A arms with another OEM A arm on both side. bolted everything down correctly but now when i turn the steering wheel doesnt turn back by itself.i have to manually turn it back. could it be the power steering or my car need a new alignment?
it seem like only when i gas to turn the steering is reallly light and sensitive . please help
