i have a set of tein basics. they have treated me very well about 5 years! but the springs are going bad.
could i but a set of springs and put them on?

The simple answer is yes, but are you sure you're asking the right question?
What exactly is making you think that it's the springs that are "going bad" and not the dampers? IMO after 5 years it's far more likely for the dampers to be worn out than for the springs to be...

i have my coilovers raised up all the way in the rear. and they still dont clear the tires.
i guess i just assusmed the spring were bad and weak so they couldnt raise the car..

It's possible that the springs may have sagged over time (i.e. become shorter), but they won't have become "weak" in that they will maintain the same spring rate despite having shortened. Is the car sitting lower than it did when the springs were newer? If the ride height hasn't lessened over time then the springs haven't sagged (much if any).
I assume that you mean that the springs are rubbing on the sidewalls of the tyres? Did they use to do this? Have you fitted different tyres and / or wheels after which they started to rub?
To clear the springs you might need to reduce rear camber. Raising the body may help (by the camber decreasing as the suspension is extended), but if so you may still get occasional rubbing with vertical suspension movement.
If you've fitted new wheels then the offset may be incorrect. If you've fitted new (different) tyres then the section width may be too wide (two different tyres both of X nominal section width may in fact be slightly different in width sidewall to sidewall).

what im saying is i raise my coilovers up. and the car doesnt go up at all. there is no rubbing anywhere or anything like that. the car just doesnt raise at all.
