Of course you would be able to use the Function7 LCAs.

if he had type r control arms, he needed illuminas for a type r. the type r lca is way different...like the one pictured above. if you have stock lcas and your illuminas fit on them now..then you order F7s with the same design as your lcas.
when you get the itr sway bar, you can use stock endlinks ITR endlinks, but you will only be able to use the center mounting hole on the F7 arms. if you want to use the soft or hard mounting hole, you will need to upgrade to adjustable endlinks. most people use hemi style spherical ball joint endlinks, but they can get quite lound and rattly if not proporly installed, or after continuous wear.

This all depends on which rear shocks he's got.
If he got 92-95 civic shocks, there is no reason they didn't fit.
If he got 96-00 Civic shocks, the lower bushing on the stock LCA is too wide, and they would not fit.
If he got ITR style shocks, no way to make that fit with stock Civic LCAs.
In the first two cases, Function7 has an LCA that will fit. If he has EK rear shocks on an EG, no one has a bolt on option that will fit.
