now matter what springs, coilovers, or shocks, if you plan on dragging it on the ground it's going to ride bad.
and when you say all new suspension, suspension does not mean new springs and shocks. there are other vital suspension components on there that help alot with handling.

If you're too lazy to search and read FAQs and expect everyone to spoon-feed you information that has been rehased time and again, then you're not going to get along very well with most people here.
If you have time to post and wait for replies, then you have time to search, read, and learn.

So which is it - do you not care about the ride, or do you want it to ride better?

Then air bags are the only way you'll be able to smooth out the ride. Conventional coilover suspension is not intended to work in that application without chassis modification.

You're not going to improve your situation for $1000 or less. You'll probably need to spend at least $1500.
Omnipower coilovers will not get you anywhere near as low as you're looking for. They're intended for performance, not looks.
