Alignment issues.
Alright I took my car up to the local tire shop where 80% of the town and the town next to us, gets their allignments done (yes im in a shithole town). Well i brought my car in and told them i need an all wheel alignment and then i told them my steering wheel is centered correctly and he asked if i messed with the front end, i said yes i lowered it but it was already like that. All in all he gave me a big speach on how the tires will rub and they cant do it. Is this just there pre 1980 style car thinking? They didnt even look at the car..
I have 16" rims on 205-40-16s and im on coilovers and right now there is less then a quarter inch in the back from fender and the front is flush, maybe a little lower. Either way i dont see the problem because TONs of people have lowered cars and i hope they got allignments.
So my question, is this place just being a jackass or am i in need of some adjusting., ie camber kit etc. etc.

You don't need a camber kit to get an alignment. Hondas all have the ability to adjust toe stock, and toe is the killer of tires. Camber kits are for those who need to be able to dial in an exact amount of camber for race purposes, and certain cars that gain an absurd amount of camber from lowering (the rear of an EK comes to mind).
If you're too low to get on the rack, I can certainly see them declining to align it.
If you have the wrong sized wheels (offset more than anything), that could cause rubbing, but you'd probably notice that and know about it in advance.
But, it sounds like you just found a punk who doesn't want to deal with a lowered car. Go somewhere else, and see if you can find someone to give you some real answers.

all hondas can adjust toe stock? are you 100% sure? i just got an alignment on my accord because i put new wheels/rubber on and it knocked my alignment off. They did it for me but said that because my toe was off and isnt adjustable that it is still going to be off(which it is).
