Nitrous. you WILL feel a difference and it is safe provided u dont go crazy and spray a huge shot.. 50 shot is reasonable and alot of people generally spray this... 50 shot = approx 50 whp.. its very nice i used to spray nitrous and when u spray u break the tires loose in the lower gears immediately.. feels like being hit from behind. pretty sick.

dc JDM 4-1 header $350?
exhaust $400-500
test pipe $50 or high flo cat
then if u got more money skunk 2 IM $250 and ITR cams $300 used with chipped p28 or vafc. so like $2000 and u get what 20-25whp? and puts you in the mid to high 14's?
but i say if u got a stock GSR juss get some supension and and an intake for now and save for TURBO!!!!

Intake, exhaust...first thing first is you have to open up the breathing of the motor...best gains for the money...do some research...dont' just buy a HEADER or EXHAUST, you need to match everything together so you don't lose power.

Yes, i would say the best way to get "easy" horespower would be through NAAWWZZ!!! To be more serious, just get a 50 or 75 shot of n2o and that is the cheapest and easiest way to get some horespower you will feel. With i/h/e you wont feel a huge difference, but it is a beginning.
I'm assuming that you have a GSR. Some CTR or ITR cams are and easy 11 HP. (Yes, I verfied this via dynocenter.com when it was working in 2000. A '95 GSR gained 11 HP with just the ITR intake camshaft and no tuning.) These cams will cause a slight torque hole from 4400 to 4800 rpm with the stock P72 ECU. Be sure to get the ITR valve springs. (Stock GSR intake springs are switched to the exhaust side and the ITR intake springs are installed on the intake side.) Unlike NOS, you won't be riding with dangerous high-pressure cylinders in your car.

i mean in all honesty things like that are good for all motor and all, but the BEST bang for the buck is obviosly nitrous.. some people go and spend 1000's of dollars to acchieve just 30-40 whp N/A when one with a stock motor could just buy a nitrous kit and blow the N/A car out of the water and he only spent like 500-700 bucks. Turbo is also another route and def very preferable because power is always there, and you can make 100's of HP from turbo kit.. when u cannot from going N/A

save up ur money if u want some more power (to weight) do weight reduction and either save your money for something big that's run by the exhaust air (*wink, wink*) or spend it on I/H/E and mayb some tuning
easiest power for $1000? i'd say get a set of ITR or skunk2 stage 1 cams and have them tuned. you wont get the full potential out of them without header, intake, intake manifold, cam gears, springs, etc...but you'll get more power than just getting bolt on's.

I agree that nitrous is the best bang for the buck. But then I would worry about durability issues, safety, legality of nitrous, and the expense of nitrous. The ITR or CTR cams are OEM Honda parts, they are safe, they are legal, and they are always there to give you power.

for a little over 500 bucks i would say get a b16 tranny...i say this cuz of the shorter gears=quicker acceleration and you can still pass smog. ohhh wait nevermind...i didnt know u had a gsr..hehe ma baddddddd..if smog aint a problem...i say go with nitrous....HCL says its "the best bang for your buck"
N2O. Cheap and easy. Just like anything else if you want it reliable you need to know how to tune it right. Nitrous is very safe. It can also be very harmful.
Wrong. I know plenty of people running 50-75 on bone stock motors and have been for years with no problem. You need to just make sure you have it tuned right just like if it was a turbo or supercharged car.
