My girlfriend wants to lower her 92 Si. I looked around here and read and looked at pictures and decided that around 1.5 inches would be perfect. I am looking at a set of neuspeed sport springs which lower 1.72F and 1.5R (right?).

Do I need both a front and rear camber kit for these? If so, will two sets of these work sufficiently?

No camber kit is necessary for anything less than 2.0 inches usually.
