help!!!... vtec not working

a buddy of mine did a d16 swap in his crx and know the vtec doesnt work we checked the wiring harness we checked the solnoid, and we just cant to seem to figure it out could anyone help us out thanks.

its not throwing any codes, he also is using the wiring hookups from the 89 crx to a 95 engine im not sure if that has to do with anything.
