Would no Cat. in exhaust cause CEL to stay on?

I thought my check engine light would have gone off when I put my new o2 sensor in but it didnt. I was just wondering if no cat would cause it to stay on before i go rippin apart ECU.

If you are obd2 then your ECU is looking at the 2nd O2 sensor to see if your cat. is still efficient.If you dont have a cat. then the O2 sensor wont send the right signal to the ECU and thus give you a code.

What code are you getting? Catalyst efficiency below threshold?
