I was just wondering if anyone had some experince with welding on some new body panels on to the rear wheel well area b/c of rust. I wanna get it taken care of but dont really do any welding myself. Does anyone in Utah do this and be willing to help someone out?
I dont know how bad the rust is that you have. But if its all the way through the metal (more than likely if your seeing it already) then the best thing to do is to cut off that metal. You can however replace the entire panel but its not entirely needed. Just cut off the section that is rusted I would give an extra inch to inch and a half extra space around the spot. Then just weld your new piece in.
There is a spray that you can spray to the back of the panel to keep it from rusting again, unfortunately I cant remember it. Its supposed to remelt when welded and cover the weld as well. That helps when you cant get to the back of your weld and seal it.
All in all I would recommend a professional do this work for you.
On the off chance that you grind the rust and its not all the way through you can use a metal conditioner specially designed to kill rust and then immediately prime afterwards. You have to be careful though because when you wipe off the metal conditioner you have a high risk of "flash rust". In otherwords you have to dry the sucker fast before it rusts again.
If you do all this properly you should be able to live for a while without rust.

thanks mike i went to the local body place and the guy said the only way he could fix it would be expencive

Yes, unfortunately rust is bad news. Its commonly referred to as cancer, which suits it. It acts in much the same way as the sickness. Rust will keep comming back if not dealt with properly. Covering it up with bondo or fiberglass will not solve anything.
Bondo, is very porous and when water gets on it, it will act just like a sponge and keep it wet on your metal even longer. That will turn out worse for your metal. Making more rust and more problems.
Like I said the best thing to do is cut it out, replace, and try and seal up any openings where water can come in.
