Default Bad ECU?

How to I know if an ECU is bad?

I have a P30 and when I turn the key to on but not starting the fuel pump does not turn on, also the car wont start with it. Other ECUs the fuel pump starts when I do that. Does this mean the ECU is bad? If it is, is there any place that can fix it for a reasonable price?

It could be bad, is it chipped or is it stock? If it is chipped the likely culprit is the chip, if not, open up the ecu and look for any burned spots and smell around for burnt semiconductor smell. All else fails, sell it to me for $10
