Default d15b sohc vtec is in. now im having fuel issues. can you help??

ok so my d15b is in and now i have low fuel pressure. my friends shop had to spray starter fliud to get the car to start after running it a few times before( there was a clogged injector and they fixed that due to it not idling). when the motor is finaly started it will idle just fine. give it gas and you can hear it sound as if it is starving. now my question is this: my car is a hf. is the hf fuel pump different from an si crx/civic? My friend said he swapped the distributor with another one laying around, i believe he told me he swapped the fuel pressure regulator out also. everything was converted to obd1. now in the quick glance i took over the car i didnt check to see if he left the resistor box on the car( i seriously doubt he did). but if he did it wouldnt even start right? also the tps is broken. is that the problem with the car feeling like its starving for fuel? please reply asap! trying to get the car running so i can have transportation to and from work! thankyou everyone.

it revs when they gave it gas, but it starts to sputter like its not getting enough fuel.

Definetly fix your TPS and set it, that will make your car run ALOT better, prolly will fix the issue your having.
