Default How much valve cover vacuum is normal?

I have read some on venting the valve cover and was wondering what is normal. I have a turbo with 9:1 pistons and when idling the valve cover has 10 - 15 psi vacuum. That seems like a lot. I also get white smoke out the exhaust but only when I turn. Is this related?

15 PSI of vacuum would be greater than perfect vacuum. Are you sure it isn't 15 inches of water? Actually, I am sure it is. 15 inches of water is a perfectly normal level of vacuum.

Stupid question. Why is there so much vacuum in the valve cover and why is this desirable?
