Yes, a faulty PCV Valve will make your car run weird, sorta. That's why it's one of those parts you replace whenever u do a tune-up. Also, you wont't be able to pass smog without the PCV Valve.

It vents the pressure that builds up in the bottom end(crankcase) into the intake manifold through a 1-way valve(PCV). It also lets oil vapors in, which is why a lot of people put a catch can between the PCV valve and the IM...
