Default boosted y8 12 psi, valve timing and ignition timing

i have a d16y8 civic running on 12 psi, my c/r is 8.75:1 i am at arount 4500 feet above sea level. what should my adjustable cam gear be set at. i have heard if i remember correctly if you retard it, you get more lowe end power, and if you advance it you get high end power. i am looking for more low end power, cuz i dont have much i have a really low c/r. also what should my ignition timing be, i have it retarded 14 degress, do i need to adjust my ignition timing if i change my valve timing. thanks.

one word: dynojet. or mustang dyno. its the only way you can accurately tune your cam gear

^^^ what he said. you also want to monitor your a/f mixture so you don't scorch your rings or worse. let us know how it ends up.
