TX Inspection - Problem never heard of. Need help!
I just had my 1991 Civic hatchback inspected. It is powered by an all stock D15B1 except for brand new NGK spark plug cables and a K&N air filter. The visual tests all were passed, then we moved on to the emmisions. In 2003, it passed with NO problems and even certified as an LEV. Since then, it as had about 13,000 miles put on it (it curently has 130,600). When the testing wand was inserted in the exhaust pipe, and the car was driven on the dyno, the computer gave a "RPM Out of Limits" for the speed message and each time the test was attempted (4 times), the same message was given. I was present in the bay witnessing this. The tester was a cool guy and just aborted the test so that I wouldn't have to pay the fee. The computer was reporting correct exhaust flow from the muffler.
What is the deal? They said that it COULD possibly be the NGK wires, and that I should put the OEMs on and re-test. Has anyone heard of this?
Any help is appriciated. Anything that I can do without paying a shop is hopeful.
P.S. With the NGK wires, the car idles correctly (750), (950 with a/c on), the rpms are consistent with speed as they have always been since I have had the car, i.e. at 70 my car is at 3500 rpms, and it hits the redline at 6500 with no problems. Never have the rpms fluctuated (or at least nothing that I have noticed or that my tachometer has reported).

ummmm..i may be a dumb *** with this but..when that message comes up on the screen[rpm out of limits]..it means the tester took the rpm's past the specified portion of that test and..its his fault for not keeping it in the desired range..i could be wrong but..i certainly dont think plug wires has anything to do with that..when i took my crx to test..the guy kept revving it too high and the machine would have to reset and the timer would have to start back over..i thought he was going to kill my car..and..they didnt turn on the fan to blow into the radiator either until i bitched to them about it and theyre like.."oh yeah..sorry..i forgot"..sorry to vent..probably not much help either
