Default Engine choking at 6,500 RPM

My friend just finished installing his turbo setup on his B17. He doesn't have a honda-tech account so he told me to post this. He told me that the turbo kicks in great and pulls all the way until he hits around 6,500 RPM and it feels as though the engine is "choking".

Could this be a spark plug issue?

maybe a wrong mixture (too lean or too rich) what kind of fuel management is he running?

or what a/f ratio does he have at 6k rpm
