3 valve GM boost solenoid question

3 valve GM boost solenoid question
i just got my solenoid in today and I was wondering about that third valve's purpose. currently its covered up with some type of air filter. If I dont hook up that third value and route it or close it off, I think I loose boost. Does this correct?
