Default Does this sound like a good idea for a year round car?

I have a 4dr with 133000 miles on it, there is rust here and there and the quarter panels are gettin bad, i need this car to last so rather than buy another car which i cant do, im just going to fix this one even though its a winter car. I have a 1.6 and love it. I want to know what it runs($) to do a rebuild to support low levels of boost i want to turbo it or at least build a strong engine to last a while i'll decide on FI later. I want to just see some examples and opinions on building the SOHC.
