Water intercooler people, I got a question about water tempatures

Water intercooler people, I got a question about water tempatures
I just swapped out for a different heat exchange this heat exchange can only hold about 1/4 of a gallon my other one could hold almost 2 gallons. I'm notice my water tempatures have sored and I' loosing HP up top.
How hot does water have to be to be ineffective?
