smaller tire size = slower speed ?
yeah , i just got some 205 45 r15 which is like a low pro 15. i have better turning and more grip but my car seems like its going really fast but its not ,does smaller tires really affect the speed slower or faster ? cause if thats the cause im going with some 18s

Nope, the opposite. It gives you quicker acceleration but a lower top end speed.

how often do you hit top speed? how long would it take to get there? Even if you get tires that let you hit 160 mph, what's the point? it'll take 5 mins to get there. and if you're not hitting top speed often, why would you buy wheels based on what your top speed will be?
At willow springs, i've hit 128 mph down the front straight, which is close to redline in fourth gear. That's as fast as i ever want to drive. Acceleration is much more important to real world performance.

smaller tires will reduce your gear ratios...but they will also throw off your speedo..it wont be that accurate...youll get better 1/4 mile perfromance out of slightly shorter gear ratois, and on a racing course it will also help you a tad, top end isnt all its cracked up to be
I have smaller than stock tire diameter and it doesn't throw the speed off that much......I went by one of those things they put on the side of the road that tells you how fast you are going today......well i was going 40 and it read 38. This is a good thing i think.....less likely to get a ticket
