Incorrectly hooked up vaccum lines = running rich?

Default Incorrectly hooked up vaccum lines = running rich?

89 Civic Dx w/ B17a OBD0.

Just came back from a smog test, and my HC and especially CO is way high.

GUy said I am running way rich.

stock Pr3 ecu. stock header

I think my vacuum lines maybe hooked up wrong, can this cause more fuel dump?

I am also throwing a VSS code, but I dont think that can affect fuel right?

Fix the vss code, if your throwing a code your computer is in limp mode which retards your timing and throws more fuel in to your engine. Depending on what vacuum lines you have mixed up, they could make your car run rich. If you have the map sensor hooked up to something that is receiving vacuum all the time or is not receiving enough vacuum well your ecu will throw more fuel in to the engine.
