Immobilizer doesn't have any coorralation to the actual changes in the computer on OBD2b ECU's.

Sure it does. Model from 2000 and up Honda/Acura all have immobilizer function
which it only comes in OBD2B ECUs
I personally have not seen one OBD2A with immobilizer in it.
but i might be wrong so .. it's all good^^

The immobilizer is only in OBD2b ECU's, correct, but it does not mean that all OBD2b ECU's have the immobilizer. The immobilizer is a separate chip from the processing unit, which is what changed in the OBD2b ECU for emissions.

Try fitting a '99 integra ECU into a '98, doesnt fit.

No it actually does
92-95 OBD1 ECU running 3 plugs
96-99 OBD2A ECU running A, C, D plugs
00-01 OBD2B ECU running A, B, C, plugs

so basically it means 98 and 99 OBD2a plugs right in
