Actually I've been asking myself the same question.
I figure w/ cams/valvetrain you'd have almost the same amount of money as you would in ITBs but which would make more power? I'm thinking the cams/valvetrain would probably make a bit more power than just ITBs and would probably be more liveable.
ITBs are way higher on the bling scale though.

I wouldn't put ITB's on a street car - but their advantages will only really shine with a fully built motor (big cams, I/H/E, internals and custom ECU)
Getting it all to work well is major $$$$$$$$
You will see biggest gains from cams, I/H/E and custom ECU (hondata etc)
