Default T4 V-band clamps?

My SC61 didn't come with a V-band clamp for the down-pipe. Are they supposed too?

If not, I found a 3" Clamp kit from Jegs made by Dynatech. It retails for $41.99

Anyone know of a better deal?

I've ordered from them before, and I still need some other flanges as well...so ATP it is!
