Default 97 EX 4spd Auto-trans downshift - not

Our 97 EX Civic D16Y8 with an auto transmission 4 spd. does not always downshift when we put the pedal down (passing gear) on hills in town 30-40 mph.
There is 76k miles on the car. It runs well and in general shifts well ..... Is this a Take to the Dealer for specialized transmission testing equipment kind of problem ?

A fluid-flush change is no doubt due.......but is'nt it more likely a throttle body or transmission sensor or similar.....? Just a fluid change sounds too easy-lucky of a fix for me. ?

It could be several things, but your best bet is to start with the fluid as you mentioned its due. Friend of mine was having similar problems as you described and he simply put in some Honda ATF and it fixed his problem (he too hadn't changed his ATF for a long time).
