Purge control solenoid hooked up improperly, Increase Hydrocarbon emissions? HELP!!

Hi, As you all know I am high on my hydro carbons at idle on my obd1 b18c swap for my REF certification. It literally came to me in my dreams that my pcs wire on my obd0-1 harness was unplugged. I was running my pcs just like stock, so I figured it was running correctly. Now that I think more about it, if there is a labeled wire on my jumper harness, it must not run in the stock location.
I just now looked, and found that the green wire (PCS) is attached to a empty spot on my jumper, so the big question is!!!!!!
Does the PCS system lessen the emission system? HC's are un burnt fuel, is this related?

After a ton of searching, and reading through every evap thread I found one person that had high hc's like me, basically the same symptoms. He hooked up his evap purge solenoid, and it helped a bit, he also found a leak in his IM gasket, and that helped drastically. He was able to pass.
So, I will be checking for leaks in the morning, and I will be hooking up my evap purge also. Heres what I am going to do, what do you think?
OK, there is 2 wires on it, the green and the black (stock si evap purge solenoid) the green is going to go to the PCS wire on the jumper, and I am going to try and see where the black wire goes. I am guessing its a switched 12volt power, so it should already be ran correctly(I hope).
Then in the next few days I am going to go get a pre smog at a gas station or something and see what it blows.
Hopefully I just have a bad injector seal or something causing a slight exhaust leak. The guy who had the same problem with his emissions said his idle was fine, and that was weird because more times than not when there is a vacuum leak there is a idle problem.
Any input appreciated!!!

i have always passed after a new cat, actually 1st time it was new. welded it on my new car after about 4000 miles of use, then it made my failing civic a passer. If you can weld, get a 40 cat from summit.

in march i had to get my ls/vtec to pass tx emissions and did so with the EVAP purge hooked up but non-functional. basically my IM doesnt pull vacuum at the nipple where I have my EVAP hooked up (for whatever reason), but i still passed. and that was with a mugen chipped PR3 and 11.5:1 CR.
i ended up replacing my cat with a cat off ebay, running seafoam through the intake mani and gas tank, and then changing the oil.
