Since turbo's create a lot of heat...
...wouldn't it make sense for the valve cover to be stripped of it's powder coating? in logic powder coating insulates the heat from inside the engine and from outside, but if it isn't insulated then the heat from inside may somewhat escape from the engine into the air and with the help with some vents it could help run the engine tab bit cooler.

Turbo doesn't create heat, combustion does 
Get an oil cooler if you're worried about it. Having a cooler valve cover is not going to do much. I suppose it's a little cooler in your engine bay than it is under the valve cover, but that paint isn't really doing anything.

if you want less heat in your engine bay, get a hood designed to let hot air out. Stripping your valvecover is for looks only
