Today i noticed that one of the bolts that holds the distributor cap on is broken off in the distributor. Anybody have any ideas on how to get it out? Also would a loose distributor cap effect the performance?

 

yes it could affect performance, but you would have noticed it by now if it was. i'd recommend drilling out just the shaft of the bolt and picking out the remaining bolt threads, or tapping out a new hole with a die. you should be able to do this relatively quickly and easily
