Default Emissions Failed Me. They Couldn't Connect to My ECU (ODBII)

I took my car in for emissions and I failed because they couldn't connect to my ecu through the fuse panel on the driver's side.

The car is a 2000 civic si and about a year ago I had a custom cage welded in. I think that when the dash was put back together the connections were not put in correctly by the cage builder.

My intermediate setting for my wipers doesn’t seem to work and now the ecu isn't communicating to the fuse box. I took some pictures in case anyone needs to seem them. http://www.clubpsi.com/imagegallery/ .

Any help would be greatly appreciated. Also if I left any info out that anyone needs to help me solve this problem, please let me know.
