Yeah, usually OD (outer diameter).
But the Americans use inch, so sometimes if it's 65 mm or 60 mm they also call it 2.5" (63.5 mm)
JDM 4-1 collector is actually 65 mm OD.

I hate how most exhaust systems are 2.5 on the piping, but then where the flange is , it goes down to like 2.25".
