a/c compressor belt
That doesn't sound right with you only having a '99 w/ 40k on it and the compressor is seizing. Why do you think it's seizing? There is also an idler pulley that you use to tighten the A/C belt and that may be going bad. The bearing in that that pulley went on me (at 230,000 miles) and it was only a $15 fix. I really don't think it's your compressor because the Honda's are pretty damn stout. I'm still on my original at 240k and it works great.
BTW, the A/C compressor is on it's own belt but you need to take off the power steering belt to take it off (unless you want to cut it). I really doubt it's your compressor though.
